The message is persisted locally and awaits submission.
Submitting 2
The message is being submitted to a relay.
SubmissionUnknown 4
Submission was attempted but its acceptance outcome is not yet known.

The submitting relay accepted the message for delivery.
TargetAccepted 16
The destination relay accepted the message; this is not a recipient read receipt.
Failed 32
The outgoing operation failed definitively.
Canceled 64
The outgoing operation was canceled locally before confirmed relay acceptance.
